I have a question re XInclude 1.0 REC: In section 3.1, for the description of the href attribute, it states that 'If the href attribute is absent when parse="xml", the xpointer attribute must be present.' However, in section 4.1, it says that 'An implementation may choose to treat any or all absences of a value of the href attribute as resource errors.' The first stmt is a strong one but the 2nd appears contradictory.
