Token Attributes and Inclusion

Several organizations are proposing to add token attributes as
extensions to existing attributes for internal mapping versus external
element registries.

One such proposal is summarized in the attached White Paper on "Z
Tokens".

It has been suggested that these tokens be defined as schemas and added
as an inclusion link to set values for interoperability.

Would the March 22, 2000 version of the Working Draft on Inclusions
allow that?
