In appendix I.1, XSD 1.1 Datatypes says
The use of the namespace http://www.w3.org/2001/XMLSchema-datatypes
has been deprecated. The definition of a namespace separate from the main
namespace defined by this specification proved not to be necessary or
helpful
in facilitating the use, by other specifications, of the datatypes defined
here,
and its use raises a number of difficult unsolved practical questions.

This was true at one point, I think, but it is no longer true: As a search for
the string 'deprecat' makes clear, the spec says nothing now about deprecating
the duplicate namespace. This appears to be a case of an initial change being
recorded in the list of changes since 1.0, and then a later change which fails
to be registered in the change list.
Someone should probably be tasked to work systematically through the 1.1 change
lists and make sure all of them are actually still true descriptions of the
differences between 1.0 and 1.1.
