Appendix G is supposed to summarise changes since XSD 1.0
G.1.6 clause 3 reads: "Skip wildcards are now excluded from the Element
Declarations Consistent (§3.8.6.3) constraint, and that constraint now also
takes open content into account; these changes resolve issue 5940 Element
Declarations Consistent."
This is not in fact a change from 1.0; EDC did not mention wildcards at all in
XSD 1.0. Rather, it is a change from an earlier draft of 1.1.
This makes category 8.6 in our test coverage taxonomy spurious. The required
tests are covered by category 8.7.
