Rule 4 in section 4.3.2 (http://www.w3.org/TR/xmlschema-1/#schema-loc) wrt
late-arriving schema-location information is awkward at best. The approach
taken in 1.1, summarised in bullet 4 of G.1.15
(http://www.w3.org/TR/xmlschema11-1/#ch_schemacomp) is much cleaner, and should
be adopted for 1.0 as well.
