In the algorithm of normalizeMonth, reference is made to "the upper limit from
the table", but there is no table.

Fix:  In the algorithm, replace each occurrence of "the upper limit from the
table" by "·daysInMonth·(yr, mo)".

This is a formal proposal for WG consideration.
