That is of course exactly what XSLT and XQuery do, and if you are not familiar
with how those specs handle timezone in date/time operations, then I would
strongly suggest reading up on it, since (a) a lot of thought went into it, and
(b) however imperfect, it will set the expectations of many of your users.
