this is a comment on behalf of the i18n core Working Group.
See comment 1 at http://www.w3.org/International/reviews/0807-xsd11/
We believe that support for XML 1.1. is no longer necessary, once XML 1.0 5th
edition is approved. We therefore suggest that you reference XML 1.0 5th
edition and drop the reference to XML 1.1.
