In other places, e.g. 3.4.2, the same property is described differently "The ·actual value· of the targetNamespace [attribute] of the <schema> ancestor element information item if present, otherwise ·absent·." They should be consistent. Which is correct depends upon whether or not absent is considered an actual value (I suspect it is not).
