For "2000-12-12+13:00", the mid point is 2000-12-12T12:00:00+13:00 = 2000-12-11T23:00:00Z So the canonical is "2000-12-11-11:00" So 2000-12-12+13:00 is 1 day earlier than 2000-12-12-11:00. This convinced me that 1.0 and 1.1 behave in the same way and we should simply remove the remarks about 1.0.
