Revise the derivation of complex-type restriction so as to eliminate the problems with pointless occurrences. Currently, it eliminates some derivations that should otherwise be valid. This item was closed in the meeting of 2004-05-13 (http://www.w3.org/XML/Group/2004/05/xml-schema-ftf-minutes.html). It has been overtaken by events: if RQ-17 (#restrictn-rules) succeeds, this has no referent in the spec. Accordingly, this should be marked RESOLVED / WONTFIX.
