The wording proposal was discussed on the WG telcon of 17 February 2006
(http://lists.w3.org/Archives/Member/w3c-xml-schema-ig/2006Feb/0077.html).
The WG agreed to consider the 'micro-component' changes originally
proposed in EP-01 and shown in pastels in the proposal as part of the
proposal.  With that understanding, the proposal was approved with
amendments.

As of 1 March. the changes have not yet been incorporated into the 
status-quo document.
