Henry Thompson to draft erratum: 

Clarifying that the schema for schemas can derive primitives from 
anySimpleType, although users cannot. 
Making the constraint normative, as per Jeni Tennison's point. 
Erratum incorporated within that of R-54 (bug 2032).
