http://www.w3.org/Bugs/Public/show_bug.cgi?id=2126 Summary: R-137: Can substitution groups contain local elements? Product: XML Schema Version: 1.0 Platform: All OS/Version: All Status: NEW Severity: normal Priority: P2 Component: XSD Part 1: Structures AssignedTo: ht@w3.org ReportedBy: sandygao@ca.ibm.com QAContact: www-xml-schema-comments@w3.org Henry Thompson: The Schema for Schemas rules this out. But, this only applies to the XML representation layer. It's a bug that there's no clause in "Schema Component Constraint: Element Declaration Properties Correct" ruling this out for components as well. See: http://lists.w3.org/Archives/Public/www-xml-schema-comments/2002AprJun/0029.html
