The commentator asks whether Primer table B is correct in listing 
fractionDigits as a facet for integer. 

David Fallside's response: For integers, fractionDigits = 0, hence the integer 
listing in Table B1.b would be clearer if integer is not listed as having a 
fractionDigits facet.
