The commentator suggests:
Adding a note to the description of NOTATION stating that for compatability,
qualified QNames should not be used in the lexical space
Changing the definition of the lexical space of NOTATION from:
"The lexical space of NOTATION is the set of all names of notations declared in
the current schema."
to:
"The lexical space of NOTATION is the set of all QNames of notations declared
in the current schema."
