Hello,
First, apologies for submitting comments on 2E PER long after review
period has ended.  I believe the following comments are editorial and
hopefully less controversial.
In "H References" of Part 2, several references need to be updated.
H.1 Normative
- "Unicode Database" refers to the Unicode 3.1.0 Character Database at:
    http://www.unicode.org/Public/3.1-Update/UnicodeCharacterDatabase-3.1.0.html
  but the latest version is 4.0.1, available at:
    http://www.unicode.org/Public/4.0-Update1/UCD-4.0.1.html
  Referring to Unicode 4.x may be a bit controversial, as XML 1.0
  Third Edition refers to Unicode 3.1 (and 3.2).  But the XML Schema
  spec also says:
    ... However, implementors are encouraged to support the character
    properties defined in any future version.
  So it would be helpful for implementors to also provide a reference
  to the latest version at
    http://www.unicode.org/Public/UNIDATA/UCD.html
  without mentioning a specific version number.
- "XML 1.0 (Second Edition)" refers to an old Working Draft.
  This reference needs to be updated to refer to the Third Edition at:
    http://www.w3.org/TR/2004/REC-xml-20040204
- "Character Model" refers to an old Working Draft, and "3.2.17 anyURI"
  includes a reference to section 8 "Character Encoding in URI References".
  "Character Model" draft has been updated and splitted into two pieces,
  and the latest version is "Character Model for the World Wide Web 1.0:
  Fundamentals", available at:
     http://www.w3.org/TR/2004/WD-charmod-20040225
  and the relevant section is now 7, not 8.
- "IETF INTERNET-DRAFT: IRIs" refers to an old Internet Draft published
  in 2002.  It should refer to the latest version at:
    http://www.w3.org/International/iri-edit/draft-duerst-iri-08.txt
- "Ruby" refers to an old Working Draft.  This reference needs to be
  updated to refer to the Recommendation at:
      http://www.w3.org/TR/2001/REC-ruby-20010531
- "XSL" refers to an old Candidate Recommendation.  This reference needs
  to be updated to refer to the Recommendation at:
      http://www.w3.org/TR/2001/REC-xsl-20011015/
