New Requirement for 1.1: XML Schema Media Type

In keeping with the TAG finding (http://www.w3.org/2001/tag/2002/0129-mime
<http://www.w3.org/2001/tag/2002/0129-mime> ), I'd like to suggest adding
the selection and registration of an Internet Media Type for XML Schemas to
the list of 1.1 requirements.  The current specification only indicates that
one should use application/xml or text/xml which doesn't seem specific
enough to me.
