Trailing decimal point in seconds field of dateTime and time

Is a trailing decimal point allowed in the seconds field of dateTime and
time? For example, is "12:45:00." allowed? 3.2.7.1 says "any number of
digits after the decimal point is supported", but I believe ISO 8601:2000
requires that any fractional part have at least one digit.
