Right. Entities are a feature of XML 1.0. If you read the XML 1.0 specification carefully, you'll see that it provides no means for replacing DTDs as the means for defining entities. Therefore, there was nothing that the XML schema workgroup could have done in its own language to define an entity, except perhaps to define a mechanism that generated a DTD. This is an aspect of XML that is currently not accessible.
