The XML Schema formalization is an ongoing effort of the Schema Working Group. The March 20th document is the latest publicly available version. Work continues, and so further working drafts will undoubtedly be made public. The formal description is an effort that started after XML Schema was fairly well developed -- XML Schema doesn't depend on the formal description in any way. On the contrary, the formal description is an attempt to retroactively explicate Schema with a formal model.
