The XML Query Working Group has approved the following response:

The issue you raise has been discussed at length in the XML Query
group.  Although the namespace URI does determine the meaning of a
local name, we have considered data-integration use cases where it is
useful to be able to match on only the local name.  Eliminating
{*}Localname would require the user to anticipate all namespaces for
which he might match a local name, which is difficult, if not
impossible.  Open issue 0018, "Align algebra types with schema",
addresses your point in the most general case. We will note your point
in the text of that issue.

We appreciate your feedback on the XML Query specifications. Please let
us 
know if this response is satisfactory. If not, please respond to this 
message, explaining your concerns.
