The OpenOffice project is using a native XML file format and is addressing this issue by using a Jar/Zip file to store the main XML document, associated binary data, and possibly an XML Manifest file as well. As we (the OpenOffice team) are actively working on this packaging format, perhaps some of the members of this list might be interested in working on XML packaging and using OpenOffice as a test case/prototype that might later become a proposal to the W3C?
