While this is clearly a very stale comment, I'm surprised to see that the Xlink implementation report does not mention OGC's Geography Markup Language, which has depended on Xlink since version 2.0 Version 3.2 is also known as ISO 19136:2007. Xlinks are also used heavily in many other XML implementations of standards in the ISO 19100 series, which are also used by the European Commission's INSPIRE framework. See in particular ISO 19139. Sven Schade and I wrote a paper about how use of Xlinks turned the XML tree into a graph.
