I'll get this on the agenda of the XML Core WG next week, and we'll
get back to you ASAP.

Unofficially, I believe the following to be the case:

 1) We're going to take XLink 1.1 to PR very soon;

 2) The xlink.xsd schema will be non-normative but stabilised, that
    is, as well as the version at we've put a version in date space
    (XML/2008/06/xlink.xsd) that will never change.
