Thanks for your input -- the current draft candidate for inclusion in
the final version of XLink 1.1 is available at

  http://www.w3.org/1999/xlink.xsd

You will note that this does have attribute groups defined (as well as
model groups and complex types), but does not use the same names that
the opengis schema uses.
