Re: xml:base="relative-value" underspecified

on the XML Base Second Edition PER.

You point out that the discussion of LEIRIs in IRI-bis
does not define a LEIRI Reference and thus you wonder
how to interpret a relative value for xml:base.

The XML Core WG has reviewed this comment and decided not
to make any change to XML Base Second Edition with the
following explanation:

Good point, but one that needs to be addressed in IRI-bis,
not in XML Base.  We have already discussed this with the
editors of IRI-bis, and they have agreed to augment IRI-bis
with a definition of LEIRI Reference.

We hope to transition XML Base to Recommendation within
the next few weeks.  Please let us know if you accept
our disposition of this comment as soon as feasible.
If we have not heard by September 22, we will assume
