xlink:type="none" What's the purpose?

The XLink Rec specifies that one of the permitted values for the xlink:type 
attribute is "none".

One of the very few mentions of this value of the xlink:type attribute is in 
Chapter 5.3 where it is stated, "When the value of the type attribute is 
"none", the element has no XLink-specified meaning ...".

So it seems that we have a specified value of the xlink:type of "none" which 
is specified by the XLink Rec to have no XLink meaning.

Am I missing some profound subtlety here or is this just a little surreal?
