In Chapter 4.1 a table is given relating to situations in which the global attributes are "allowed". However, in Chapter 5.1.1 for example, it is stated that "The resource-type element may have any content ...". Presumably the unqualified term "any content" means what it says. This appears, at least to me, to be inconsistent with the Table in Chapter 4.1 mentioned above which indicates for resource-type elements (and other types) what content is "allowed". The term "allowed" in Chapter 4.1 may have been intended to express the notion that the global attributes shown as "allowed" are the only ones which are meaningful. However the concepts of something being "allowed" and something being "meaningful" are two significantly different concepts in my view. An alternative interpretation is that the parts of Chapter 5 where the unqualified term "any content" is used should be qualified by a phrase like, "any content not disallowed by the constraints expressed in Chapter 4.1". I would be grateful if this seeming inconsistency which occurs in relation to more than one element type in Chapter 5 could be reviewed and rectified. Andrew Watt
