Bad links in XPoint CR spec

Minor editorial correction. 


In section 5.3.4 of the XPointer spec, "Tests for point and range
Locations", the links from "NodeType" and "NodeTest" both point into a
non-final October 1999 draft of XPath,
http://www.w3.org/TR/1999/PR-xpath-19991008.html#NT-NodeType
They should be updated to point into the XPath 1.0 November 1999 spec at
http://www.w3.org/TR/1999/REC-xpath-19991116 instead.
