The DOM Working Group has had to make expectations regarding the XML Infoset since 1997. Since then the XML Infoset has gone through several changes that have made it different from what we expected. Because we can still use the XML Infoset as it stands to describe the data model used in the DOM, the DOM WG does not object to move the XML Infoset specification to Candidate Recommendation. We will try to make the DOM Level 3 Core as compatible as possible with the XML Infoset. Regards, Philippe DOM WG chair
