Dear I18N IG, I'm copying the XML Core WG on this to inform them ASAP, because in my views, this is rather serious. The last call version of the XML Information Set: http://www.w3.org/TR/1999/WD-xml-infoset-19991220 made a clear distinction between core and peripheral infoset items and properties. In particular, entity structures and CDATA-section related stuff is peripheral. I just now found out that this distinction was dropped at least in the most recent draft, which is supposed to go to CR sooner or later: http://lists.w3.org/Archives/Member/w3c-xml-core-wg/2000AprJun/att-0255/01-N ewInfosetCR.htm Also, the 'charset' property on external entities was peripheral, but is no longer so. This is rather serious. It clearly interfers with some basic assumptions of the character model. I can't speak for others at the moment, but I'm very sure that I would have proposed to comment on the absence of any distinction between 'core' and 'peripheral' features if there hadn't been such a distinction in the last call document.
