RD can't ignore namespaces

The requirements draft is silent on the subject of namespaces.  Since
the evidence would suggest that a very substantial proportion of 
XML documents are going to use namespaces, and since other WGs plan
to use them (Hyperlinking), I think it should be a requirement that the 
infoset include namespace information. -Tim
