That kills several birds: 1) It takes the prefix out of the Information Set. 2) It allows for better markup: when generating xhtml data, programs can know that "html" is the preferred prefix, for example. 3) It blocks the use of the namespace URI for use as a schema, which is bad for reasons several people have commented on.
