The example in B.3 of the first WD includes to IDREF attributes in the
fragment body. Neither of the referenced IDs is inlcuded in the fcs.
This means that the fragment is invalid in that it contains references
to objects not listed in the instance. Should there not be some rule
whereby any ID referenced from within the fragment must be assigned a
position in the fcs?
