the XML Core WG generated, discussed, and resolved the follow issue:

C14N 1.1 and XML 1.1

Summary resolution: accepted

The WG had consensus to add a clarification on the relationship between
C14N 1.1 and XML 1.1, which was obtained from a later comment on this
revision and which has been added to the next draft of the specification.
