XML 1.1 CR comment response for Yergeau-02

In response to your email to the XML 1.1 CR recorded at

the XML Core WG generated, discussed, and resolved the follow issue:

Issue Yergeau-02:
Unicode normalization of IRIs

Summary resolution: accepted

We added to 2.13 "When entities are in legacy encoding, if the processor 
transcodes them to Unicode, it SHOULD use a normalizing transcoder."
