Western developers who want to support Chinese see
Academia Sinica's   "Chinese XML Now!"  website  http://www.ascc.net/xml
which includes material in Chinese and English, including
a Chinese-issue FAQ on XML (*not* a translation of the
English one) and a FAQ on some Chinese text processing 
issues.
