I just put in the VeriSign vote in favor, one of the other reviewers noted that in section 1.2 there is a definition of Web Service that is not used in the document and is not compatible with current usage (though it was when I wrote it in 2000, at the time SOAP was not considered the one and only Web Service protocol).
