section that will go into the specs.
I hope I understood well when this part-1 and part-2 appeared and
that my clarification text is close to reality. I added it after
my colleagues reviewed a previous draft and asked about this.

Status of This Document (proposed)
This section describes the status of this document at the time of
its publication. Other documents may supersede this document. A list
of current W3C publications and the latest revision of this
technical report can be found in the W3C technical reports index[16]
at http://www.w3.org/TR/.
Publication as a Candidate Recommendation does not imply endorsement
by the W3C Membership. This is a draft document and may be updated,
replaced or obsoleted by other documents at any time. It is
inappropriate to cite this document as other than "work in progress".
This 19 November 2003 (PENDING CONFIRMATION) draft, along with the
other working drafts for XKMS, are a Candidate Recommendation[17];
it been widely reviewed and satisfies the Working Group's technical
requirements; W3C publishes a Candidate Recommendation to gather
implementation experience.
The first release of this document was 18 April 2003 and the XKMS
Working Group[18] has made its best effort to address comments
received[19] since then, releasing several drafts and resolving a
list of issues[20]. The design has stabilized, and once the exit
criteria below are met, the Working Group intends to request that
the Director advance this specification to Proposed Recommendation.
Note that when first released on 18 April 2003, the XKMS
specification consisted of two separate documents: "XML Key
Management Specification Version 2.0"[21] and
"XML Key Management Specification Version 2.0 Bindings"[22]. In
order to show their relationship, we decided to now refer to them as
Part-1 and Part-2 of the XKMS Specification. This is just an
Editorial modification and doesn't concern the content of those
documents.
The Working Group will try to use a new namespace[23] when changes
in its syntax or processing are substantive. However, this namespace
might be reused (prior to reaching Candidate Recommendation) by
subsequent drafts in such a way as to cause instances using the
namespace to become invalid or to change in meaning or affect the
operation of existing software. Requests for a more stringent level
of namespace stability should be made to the Working Group.
Patent disclosures relevant to this specification may be found on
the Working Group's patent disclosure page[24] in conformance with
W3C policy.
Comments on this document should be sent to
public-xkms-comments@w3.org[25], a mailing list with a public
archive[26]. General discussion of related technology is welcome in
www-xkms@w3.org[27] (archive[28]).
This document has been written by XKMS Working Group[29] (Activity
Statement[30]) following the procedures set out for the W3C
Process[31]. The goals of the XKMS Working Group in the XKMS Working
Group charter[32].
