web services (print / scan) implementation

Hello 
My name is Appala Naidu. I would like to know the technical feasibility 
about web services.
        1) Is it possible to implement web services for printing and web 
services for scanning specifications using C language?
        2) Does C language supports the features(SOAP message format, WSDL 
formatting etc..)  required by web services?
