Axis2 JIRA Opened for WSDL 2.0 Implementation

In fulfulment of Glen's action item, I opened  the Axis2 JIRA [1] to 
implement the WSDL 2.0 CR. 

FYI, this work is underway and we should get an estimate soon so we can 
plan an interop event.
