I think rather than using the S in the numbers, I'll add an attribute on 
the assert tags to indicate is the assertion is required or not. <assert 
required="false" ...> would indicate a suggestion (SHOULD, SHOULD NOT, 
MAY, OPTIONAL, RECOMMENDED).
