The 'use' attribute in the soap:body element

Under the section, 2.5 soap:body, in the [1]WSDL v1.2:Bindings it stated as
follows:

"The required use attribute indicates whether the message parts are encoded
using some encoding rules, or whether the parts define the concrete schema
of the message."

However, the 'use' attribute is defined as 'optional' in the [2]schema.

Any comments?
