Alternate SOAP 1.2 email binding

Attached is an alternate SOAP email binding, along with a collection of
features and MEPs it needs.  Amy Lewis put this together in coordination
with other TIBCO developers.  'index.html' is the main document.

Motivations for its creation include:

1) a SOAP binding that we can leverage in an effort to ensure support for
the publish/subscribe paradigm in WSDL 1.2

2) desire to work more extensively with SOAP 1.2
features/properties/modules, which is an excellent mechanism that should be
leveraged in other WGs

3) need for extended example to leverage as part of an effort (led by Glen
Daniels) to extend WSDL to describe SOAP 1.2 features/properties/modules[1],
possibly extending beyond SOAP to other protocols as suggested by
Jean-Jacques Moreau[2].  See also Amy's post[3] for some thoughts that came
out of this intial work.

I am cross posting to both the WSD and XMLP public mailing lists since the
work is relavant to both efforts.
