Re: XLANG, WSFL response on solicit-response and output-only

WSFL and XLANG are IBM and Microsoft proposals, respectively. We hope
to see some convergence in this space soon.

IBM never released runtimes or tools for IBM as it was always 
expected that that would be a starting point towards some converged
solution. However, I understand there are several 3rd parties who
do offer WSFL runtimes and tools.
