Re. DR77-80 (XML Protocol requirements).

I would like to suggest that we either move these requirements to
a different section, or that we remove the introductory text to
section 5, as these requirements have not been submitted by
another W3C WG. Since we are likely to receive requirements from
other W3C WG, option 1) above might be more appropriate in the
long run.
