MTOM description discussion

Summary of the state of the WSDL WG from this morning's call [1]:

No firm consensus yet on whether this WG would develop MTOM descriptive
capabilities (policy assertion, extension, or both) if the XMLP WG declines
to accept this topic. There is so far a majority willing to adopt this
task, but not everyone has determined their position, or made their
preferences known, yet. Canon requires a wsdl extension (a policy assertion
in addition is acceptable), and in a timely manner.

We also broached the topic of Patent Policy implications of doing this work
in the XMLP WG or in the WSDL WG, which quickly scared everyone away ;-).
