Recent technical decisions include:
- cleanup of Requirements document, responding to comments, in
preparation for a "last call" publication.
- added mechanism for portType inheritance (replaces serviceTypes)
- added wsdl:include to parallel xsd:include (wsdl:import proved
insufficient)
