I was trying to model part of the WSA in UML and it seems a little weird to name a ROLE in plural (e.g. Agencies). Can anyone commit that there is only one Requestor and Service, I guess no. If we follow the logic then we have to call the other ROLES Requestors and Services, but we don't. So it looks quite inconsistent. There are better ways to express multiplicity. I'd suggest that we follow some guidelines in naming ROLES in the WSA.
